If an unlicensed cryptcurrency exchange with offices in Hong Kong wants to be ignored by the SFC, they will need to give the impression that they

- don't offer their services to Hong Kongers

- don't operate out of Hong Kong

I'd imagine the burden of proof becomes significantly higher with this piece of regulation, and as a result many offices will close.
